[For the record, I have no nuts and bolts networking experience, so
I'm sure NSF and ANS have reasons for the way they want the
system to be that are just over my head, however, I do have a couple
of questions, and would like to know why they are considered impossible]
(1) Why is the NSF (and by extension, the govt) so upset about
commercial traffic? Commercial traffic (of a different sense) flows
over the physical highways of this country, which were built and are maintained
with mostly US govt money. Why is the govt so aghast about commercial
bits over the data highways?
(2) Given that the govt wants to be upset, why have split usage? Why not
treat everyone as "commercial" and then have the NSF reimburse RE sites for
their network bills. This way everyone would be connected, and RE sites
still have free connections.
