Dialog -Who has Powre to Change Its Status?

Someone wrote yesterday that s/he thought that ANS couldn't change that
status of Dialog back from commercial to R&E without special dispensation
from the FRICC.
Unfortunately this raises my confusion level again.
1. The FRICC is now the FNC and has been since early 1990, right? The
FNC chaired by Chuck Brwonstein is supposed to be working on an NREN
implementation plan which was supposed to be issued in January of *LAST*
year. As far as I know it has not yet been issued. The FNC did have a
public meeting at Net91 last march. Perhaps they have had some since but
if so I am not aware of when.
2. I have had conversations with several people (including Dialog) on the
situation before us which Dialog apparently got into quite unwittingly.
The gist of these conversations boils down to the assertion that Dialog
could have expected by now that its status had been changed from
commercial to research and education and that it does not yet undersand
why this has not yet taken place.
3. If by some chance the FNC has been made into an appeals court on these
issues would someone from the FNC or the NSF please confirm and tell us
the details.
4. Steve's lengthy reply to me from yesterday is also on my mind. I
shall have to reread and ponder it carefully. On first reading yesterday
I had great difficulty understanding his examples of who could connect to
whom under what conditions. If I am missing something please let me know
privately. After I stdy it I may ask a question or two here.
