Did Gordon Cook really say that AT&T offered a no-cost vBNS to the
government and was turned down? I don't think so. >I< read Gordon's
statement as "what if AT&T offered ....", not that they actually did.
Please respond to this query.
Apologies if it was not Mr. Cook who originally made the statement, though
I believe it was.
