T-3 Status and When ?

When was the current network run by ANS fully T-3 ? What type of proof
does the NSF have to gurantee that we have more than just T-3 telco
circuits ? If the technology is supposed to be shared with the public
then why not some sort of outside group to verify the IBM claims that
the routers handle T-3 and can take the load if it were actually needed.
