VAX 6.0C and RT 6.0C: no motd displayed at login time

Lately, I've not been seeing any message-of-the-day when I login:

	- no Zephyr notice
	- no message displayed in login window
	- not even the contents of /etc/motd on the local filesystem!

What's the story?
