I believe there is a bug in the terminal driver, rlogin,
and/or telnet which makes terminal-mode emacs impossible to run, among
other problems.  In the examples below, sol and venus are athena
microvax II's running the latest release, and astron is a 4.2bsd vax
750.

dial into astron.  emacs works ok.  rlogin to venus from there.  emacs
works ok.

login to sol on X display, set TERM and term to vt100, unsetenv
TERMCAP (window is 80x24).  rlogin to venus.  emacs sees no ^s or
^q's; they're caught by omeone else and used for flow control.

login to sol on X display, set TERM and term to vt100, unsetenv
TERMCAP (window is 80x24).  telnet to venus.  emacs DOES see ^s and
^q, but all screen updates are badly mangled: ^e erases to end of
line, instead of just moving cursor.  file is not affected by such
things, just screen.  other keys besides ^e are affected, all in the
same way -- screen updates are wrong.

login to sol on X display and set terminal as above, rlogin or telnet
to astron, rlogin or telnet to venus.  emacs works.

I'd be glad to demonstrate this to anyone who cares to see it.  Call
me at x3-4115 or zwrite me and we'll step through it.
