the "rescan" is not gratuitous.

xmh execs the mh command to pack the folder. the rescan is when xmh
rebuilds the .xmhcache file. this could be eliminated by individually
oving each piece of mail (imagine the number of forks :-)).

in short, the rescan is necessary.
