Not true. We've used code here before that hadn't yet gone to the
Consortium. For example, Mark Eichin's fixes to make cursors behave
reasonably on the VS2000; I don't believe it had Consortium approval
before we installed it.
I don't see any reason why we can't apply fixes here if they're
simple, already available, and have been given to the Consortium. If
they are somewhat suspect, and could have far-reaching effects, we
should be more careful, but a fix to xcalc is not so crucial.
