As it turns out, that patch was submitted upstream to the GNOME sources
by me back in March 2003
(http://bugzilla.gnome.org/show_bug.cgi?id=107401). But at the time, we
were using the native gnome-panel on Linux, so we couldn't really fix
the bug locally, and for the 9.3 release we didn't upgrade to a version
of gnome-panel which had the fix. Nor did we apply the fix locally,
though it would have made sense at that point.
This summer's release will include a major GNOME upgrade (from 2.2 to
2.8) which will include that bugfix. We aren't likely to fix the
problem in a patch release for 9.3 since it doesn't have serious
consequences.
