I'm guessing the library option was disabled because we have no way of
allowing an unlogged-in user to browse a web page without giving them
full access to the machine (e.g. by printing a web page using the
"xterm" print command, or other clever tricks).

The option was left on the login menu so that people who were used to
having it there would know that it has been disabled.

It could probably be removed at this point, three years later, but
given the inconvenience of adding and removing xlogin options in the
current code base, I'm likely to just let it sit there until we
replace xlogin.
