Not all of them are, but many of the ones with non-ASCII charactere
are.  See https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=103214

This would have wide-ranging effects.  There might be cause to set a
locale in the next full release (which will likely have fixed the man
command anyway), but not in a patch release.
