this bug.  It should be better in a future Red Hat release.

Setting a locale like this would have some far-reaching effects; for
example, "ls" would begin sorting files case-insensitively.  It may be a
good idea, but it will require careful consideration.

quiche is different from the other machines in your sample set because
it was installed with the kludgey installer.
