syncconf fails to cope with PCMCIA configs on Linux

When using PCMCIA, /etc/sysconfig/network-scripts/ifcfg-eth*
needs to be "ONBOOT=no" instead of "ONBOOT=yes" in order not
to confuse /etc/init.d/network. Unfortunately the syncconf
will overwrite this change, regardless. It would be nice if
there were some rc.conf flag to tell syncconf the proper value
of "ONBOOT"
