ghudson pointed out to me that using the "-no-site-file" option is bogus
in this context, since it's really an athena configuration issue.  the
bug i reported doesn't occur if you test with just "emacs -q".  

however, the info directory that results in this case is still missing
the entries it should be getting from /usr/athena/info/dir.  since one
of these entries is for emacs itself, it's still a bit of a problem.
