What's wrong:
	ntpd periodically (once every 1-2 hours) loses sync and
	steps time.  This is different from the bug with the Sun
	Blade machines stepping time every 16 minutes.  Observed
	both on this machine and xcb (an Ultra 10).

	Experimentally, the bug is fixed in ntp 4.1.0 -- my machine
	has been running without losing sync for about 20 hours
	now, and xcb for about 6 hours.  Additionally, on xcb the
	drift value in /var/athena/ntp.drift went from -499 to 23,
	which seems much more sane.

	Unfortunately 4.1.0 doesn't fix the Sun Blade bug.

What should have happened:
	Time should've been continuously adjusted without losing
	sync and stepping.
