Basically the principle of least surprise for the not entirely
clueful sys admin. It's not uncommon for say a cracker to ftp
files to and from broken machines (using both client and server
side ftp). This would basically make someone reading their
syslogs aware that something is going on without having to also
search through lastlog information.
Users that are say running heavy use ftp servers that don't want
this turned on probably know enough to turn it off.
