I have spent a few hours looking into this problem, but the relevant
code in dvips is some of the worst code I have seen in my life.  It is
impossible to figure out what it is trying to do, and the reason why
the problem doesn't occur in the newtex dvips seems entirely
coincidental.

So, I am going to ship off one of the postscript fonts to the dvips
author.  Maybe he will deal with it.  Otherwise, I'm unlikely to be
able to come up with a fix or even a workaround.
