I've never heard of "Balsa" before, but its author is clearly dumb.
nmh's response here seems correct to me.

Can you "dist" the message back to yourself and then see how Netscape
Mail and Eudora deal with it? (Or you can dist it to me if you don't
want to deal.) If they show it as plain text, I guess we can hack nmh
to do the same.
