Abby replied to someone who had had trouble getting Mathematica
to work on a customized RedHat linux machine with *local* accounts.
Chris (the user) followed up to linux-help, and there was a reply;
I thought I'd send the essence of the situation here.

Type 199 was indeed caused by an inability to read the
mathematica preferences directory.  The base of the reason,
though, was that the directory "/home/user/.Mathematica" was a
dangling symlink.  It pointed to .Mathematica.@sys, and the
"@sys" does not expand for paths that are not under AFS.

(Chris got his setup to work by juggling symlinks and directories
by hand.)
