That's not a bug, that's a feature! People were hosing the moira
server and shooting themselves in the foot with buggy linux/netbsd
moira clients, so moiradev took over maintaining them. Besides, why
would you want to run moira if you weren't on the network? :-) [I
guess you probably meant if you're on the network, but not running
AFS, which is possible I guess... but all other Athena platforms run
moira binaries out of the moira locker, so this is just being
consistent, and allowing us to do bugfixes outside of the release
cycles.]
