From a release perspective, this problem should be fixed in the 8.1
release, since we no longer tar anything from the source tree over to
the system packs in any package except emacs (which takes care of
permissions separately).
From a dialup perspective, presumably ops will have to modify
dialup.add to work around this problem for now.
