The following is what I sent to William in response to a similar bug
report (which was specifically about the scrollbar resource):

-----
I do not want Athena to get into the position of overriding every
boneheaded maneuver that the OS vendors decided to put in; there's a
lot of complexity in that approach. I've overridden some of the
Solaris xterm defaults, but they created a serious problem (xterm was
interpreting PageUp and PageDown, which are used by applications).
This default (along with the color defaults) may be annoying, but it
doesn't create any significant problems.

We can, of course, file a bug report with SGI, but I don't know of any
convincing way to argue that "Scrollbars should not be on by default,"
so SGI would be likely to ignore us. So it's probably not worth the
effort.

The only way we could have the same X defaults for every program on
every platform is if we went back to building the X clients for the
release, which I think is a bad idea.
