I didn't realize this. Oops. Knowing that the "bug" of which I complain is a
standard setting in emacs as shipped, I'd like to retract most of my
previous complaints. :-)

I do think this is likely to be noticeable for people creating files in
which a final newline is required. (My original bug report was prompted by
my having helped a user on instance help, where the shell script he was
writing didn't work properly because his script had no final newline.)
(Shell scripts and possibly Makefiles come to mind as examples of things
which seem to care about final newlines.)

However, I don't think this is critical enough that I'd argue it be added to
the growing set of things which must be kept track of by the Release
Engineers as details of local software-configuration.
