nil is the default value in emacs as shipped.  I don't think there's
anything special about Athena users such that they would be better
served by changing the default in our environment.  So I didn't
propagate this change to our site-init file.

Yes, it's a change from earlier versions of emacs on Athena, but I
don't think it's noticeable enough to matter.
