7.6 had a texinfo.tex in /usr/athena/lib/tex/macros, but in 7.7 it's
nowhere to be found. I admit that the version in 7.6 was so broken as
to be unusable, but it should have been upgraded rather than removed.
A new version is in /mit/gnu/src/texinfo-3.1/texinfo.tex. No other
support files should be needed.
