I think it's a problem for cluster machine serial reusability, though a
fairly minor one.  I'm not worried about the users who know what they're
doing (anyone who uses the Ctrl-Alt-F1, Ctrl-Alt-Del sequence clearly has
a very specific goal), moreso the nontrivial minority who are prone to
doing things like using the power switch as a logout button, and who
might think (not really unreasonably!) that if there's this shutdown
button *right* *there*, maybe they should use it when they're done with
the machine.

As for how to implement it, I'm in favor of the mail Greg just sent about
forking gdm-config.

For the cluster configuration in particular, how about just adding any
additional neceesary hacks as diverted files in debathena-cluster
package?  The usual arguments for keeping them separately packaged
wouldn't seem to apply.
