I sometimes forget exactly what they are supposed to do myself,
but they aren't that complicated. The biggest problem with
substr is that we don't have any numbers in the desc language.
Adding them would be a serious change. If there is much clamoring
for it, I suppose it can be done.
Besides, then we would have a Turing equivalent desc language. Actually,
now that I think about, it already is. sigh.
