Begs the question of which level contains preferable functionality.
To the extent to which 3.1 is somewhat experimental, 3.0x may be
preferable.

*THE* conversion will likely take on the order of a week.
I would suggest allocating several months to validate this.
One reasonably safe approach would be to "clone" the existing system,
moving it onto a "test box." You then take the week to upgrade the
"test box" to 3.x, and then take the next (however many weeks/months)
to validate that the system works as expected. Once satisfied,
do it again, only you do it on the production system.

I can't answer this; this probably represents a useful metric for
answering Question 1. If you need BAPI, and that requires 3.1, then
I guess you'll be upgrading to 3.1...
I suggest that you look at SAP's web pages, call the folks in Toronto,
and hold normal levels of skepticism (e.g. - A LOT) about any claims
that come from sales people.
Mitel... Hmmm... Possible SAP opportunity in Ottawa, Canada...
