How many people do we requie to suppoort SAP R/3

At present we are budgetting the implementation and suport of a SAP R/3
system.
The characteristics are as follows:
200 users
SD MM FI CO modules
Users are spread over 25 sites in Europe, the number of users per site
varies from 1 to 15.
We expect the implementation ot be on a NT box wihth the network supplied
and supported by a third party.
We are trying to find out how many people that we will need to support the
systems, our conclusion at the moment is:
DBA = 1 Person
NTand hardware = 1 Person
FI/CO SAP specialist = 1 person
SD/MM SAP specialist = 1 person
Telephone support = 2 people
Is anybody willing to share their experience in this area? My feeling is
that this level of support is functionally correct but that the ratios of
support per user are very high ie 200 users and 6 IT staff
