Which queues are you looking for?  If you're looking to monitor the
dispatcher queues, you can try dpmon -- look in the
/usr/sap/<SID>/SYS/exe/run directory.  You should see alerts via CCMS
whenever those queues approach a given threshold; you'll get a 'Request
queue shortage' alert via RZ03 or AL01.  The queues are actually stored in
shared memory on each app server -- there is no information in the database
about the queues on each system, that I'm aware of.  If you look for *mon*
in the executable directory, you'll find many useful programs for monitoring
the dispatcher queues, extended memory usage, gateway, etc.

You can increase the size of the queues by changing the parameter
rdisp/elem_per_queue (default = 2,000).  You'll need approximately 1.1MB of
shared memory (key=31) for each 1,000 you increase this parameter.  Search
OSS for "rdisp/elem_per_queue" for more information about this parameter and
it's effects.
