I have added Discovery Charter and Discovery Report document types.
We have a "charter" document type, but I remember that some projects in
the database will have different charters as they move from process to
process. Let's start minimally with a specific "Discovery Charter" and
see what other processes seem to need separate charters too.

How do you recommend we provide access to Discovery documents?
Probably the best thing to do is write web pages as you always have, and
put the URL in the project database. As you may have noticed, URL
document entries ARE hot links.
