Install problem

I wrote earlier about the 'make install' failing trying to execute
$(INSTALL) which is set to a value of '0'. I can see now that it should be
set to 'install'. Is 'configure' supposed to do this? Where is this initially
set? The top level Makefile has it set to @INSTALL@ which I don't recognize
as a make syntax. Can I just change it there and have the 'configure'
propagate it? What is the different between @INSTALL@, @INSTALL_PROGRAM@ and
@INSTALL_DATA@? How should each be set?
