the ss & com_err & imake & makedepend & unifdef are all separate pieces in the
distribution.
The problem was that I took the ss/com_err stuff straight from athena's source
tree, and didn't provide Imake.rules/Imake.tmpl to go with the Imakefiles that
came with the stuff.
