Crypting functions outside USA ?

I would like to use Kerberos V5 outside USA, at Warsaw University
in Poland. I received answer from MIT Technology Licensing Office,
that I can use sources (available through ftp) without crypting
functions.
Does anybody know pair of encrypt/decrypt functions which can be used
outside USA ?
