welty not finding directory

lately, we at the helpdesk have been having clients call with an error
during welty install. after the kerberos binaries install, the following
error happens during the iniftp portion of eudora install:
NetInstaller
Server could not find directory.

so you hit the OK button, and then the installer appears to continue
copying files, but then all of a sudden you get:
Error During FTP
There was an error during the file transfer from the server.
Contact somebody to help you.
you then get a dialog informing you that installation will be aborted, and
then a dialog asking you whether or not to dlete the transferred files.
not only have clients been having this problem... i tried it on a couple of
our computers here and got the same results. however, one of them worked.
this is truly puzzling behavior. any ideas?
