	 The bottom line is that you DO NOT know what is commercial traffic and
	 what is not.  Just because an organization is commercial does not mean
	 that traffic to/from that organization is commercial.

Sure, and the more we try to "separate" the more problems we get in
managing complicated "topologies" with routing/filtering.... Which may
stop the development of the open networking scene.. BUT the policy
issues are not easy either, it takes some hard decisions to get there.
