Users' fears mount over NSFNET upgrade
Internet users worry outages will become common as vendors use net as
product testing ground.
Elmsford, NY -- Several recent outages on the Nation Science Foundation
Network (NSFNET) have heightened concerns among Internet users that
such disturbances will become more common as the net is migrated to
T3 speeds.

Users fear that the recent disruptions indicate vendors are deploying
unproven technology to support the NSFNET's shift to T-3 speeds. Further
they suspect such outages will crop up repeatedly as the network is
upgraded to gigabit speeds.
"The National Science Foundation should ensure that technology be deployed
very carefully," said Laura Breeden, executive director of the Federation
of Research Networks (FARNET), ....
Breeden said significant disruptions have affected the regional Internet
providers in the past few months. "There is a feeling that if the NSF had
stepped in earlier, the problems would have been mitigated," she said.

FARNET recently issued a policy proposal on improving NSFNET management
in the future.
FARNET urged NSFNET to ensure in future backbone procurements that the
network provider be held more accountable for service quality.
