i am sure you will find out that this kind of commercial traffic, between
ANS and Merit, as an example, it covered by the NSF guidelines as traffic
"for running the network". one could question if they can use the network to
prepare their own quote for the next contract, since they this would be
outside of the scope of "running the network".
