Geoff,

Probably the smallest problem in all of this is "making industrial policy".

But working with that line of thought important differences come to mind:

(1)  As I remember Craig Fields had enabling legistlation provided by 
elected officials which was debated in public.
(2)  Craig Fields made a legal procurement where the terms and 
conditions were made apparent on day 1
(3)  The DARPA procurement was made to a commercial organization seeking 
competitivness against foreign interest not a organization masquerading 
as a non-profit apparently seeking competitive advantage over other US 
national organizations

[Even the posting that began this discusion was made from a University 
of Michigan machine pruportedly for an organization (ANS) complete with 
for profit subsidiary apparently 
representing the National Science Foundation which 
represents the US Government in providing the interim NREN....woof]

(4) The DARPA procurement did not setup or enhance a monopolistic 
situation, mandate mechanisms of US commercial use/access etc...

And this is just exploring the industrial policy issues.
