Does this mean that federally funded, mission oriented networks such as ESnet,
and NSInet, MUST execute an ANS Connectivity Agreement for traffic sourced
or sunk at "commercial" sites? Does it mean that traffic originating on ESnet
and NSInet won't be routed throuh ANS facilities to commercial organaizations
attached thereto? Or does this policy attemt to protect us (ESnet, NSI, and
others from transiting commercial traffic? Is that what the following means?
"ANS commercial traffic will be restricted from interchange
with federally sponsored networks which have not signed an ANS
connectivity agreement or developed an alternative plan with
ANS that will meet their requirements."
