"NSF-sponsored" is better than "NSF-funded" if you choose to interpret the
latter as "financially supported wholly and solely by NSF". With that
interpretation, NO part of NSFNET is "NSF-funded", not even the T1 Backbone.
Aside from all that, however: the only ANS client connected to the T1
Backbone is CONCERT, the State research and educational network of North
Carolina; their connection is for R+E purposes only.
