Gordon, readers of com-priv,

The report of the FARNET workshop will have two parts:  a description
of the process used in the meeting and the results of the process,
and a set of recommendations to NSF from FARNET based on the meeting
and on an on-line discussion among the participants that will begin
this week.  

Part 1 exists now but does not constitute FARNET's recommendations
in any sense.  The one thing that all of the participants in the
workshop could agree on, I think, is that we were not able to 
complete the process during the two days of the meeting.  The on-line
discussion is meant to provide the time and space to do that.

We currently expect the discussion to last two-three weeks and 
the final recommendations to be sent to NSF in early October.
At that point the entire record will become public.  

Since this is going to take a couple of weeks longer that we originally
thought, and since I can appreciate your interest in the topic given
your deadline, I will go out on a short limb and say that two dominant
themes emerged at the meeting.  One was the need for stability and
predictability in the Internet environment.  The second was the
need to accomodate the entry of new players and new applications
into a competitive market for Internet services.  There was lively
discussion about the pros and cons of these and a lot of other issues.

The final report will be a product of continuing give-and-take
among the participants in the meeting.  I hope it will be useful 
to the NSF and the wider community as we continue to grapple with
the success of the Internet.
