You would have to ask Steve Wolff of the NSF for a definitive answer.

of R&E".  It is less commercial than a whole lot of other things I see
float by my screen which travels over the NSFnet.

In fact, this document offers a way out of this acceptable-use morass.

    As an employee of a commercial firm, would I be violating the
    NSF's acceptable use guidelines if I ftp'd this document from your
