how about this as a hair-brained scheme....
create a pool of random 3-letter top-levels and then people get
randomly assigned to them..... it would be like the state getting to
pick the last 3 characters on your license plate. you can still
get a vainity plate, but the state gets to randomize them.....
see, I said it was hair-brained.
