Most of the FARNET regional and midlevel networks have commercial connections
and are interested in the idea of providing a path for commercial
traffic.

The CIX Association is open to all who qualify.  It is not meant to be
closed.  In fact, the more members, the better.  All of the regionals are
legally organized - some are organized as part of universities.  I beleive
that the federal government is legally organized.
