There is a flat fee of $10000 to join the CIX.

A link between the FIX and the CIX would be beneficial to all users of
the nets and is welcome.

Yes, the CIX hardware and links will be engineered in a professional
manner.

Standard engineering practices look at projected traffic on short term and
long term intervals. Circuits and hardware delivery times are usually the
worst constraints (on the order of 60 days.) The membership dues of $10000
are supposed to pay for cost of hardware, links, etc.
