My first look at it indicates that the only way I can do this is to give
them full access to ASR which would also allow them to edit the records
as well. I don't think the system is designed to let people look at the
Authorities records the same way you'd look at Bib records. I'm willing
to be proven wrong on this, particularly if there's a way to restrict
the functionality of ASR for certain people but for now I think the
system is just not wired that way,
