This is relevant for our testing.  What it means is that when we change
a problem in the Loan tables we have to re-create the test transaction
for fines, etc.  The system applies the old Loan tables in some cases on
Check-in when creating fines, etc.  We need to be careful about why we
see problems.  

I've had a several bug reports that seem to be related to bad circ table
setups.  Please continue to send them in while I scope the tables out
and try to isolate the problems.  I'd like to make a set of wholesale
changes near the end of the week to try and clobber the problems.

We may see some hangover problems with this, too, from the GMA, since
the it's unclear how migrated transactions get dealt with by the tables.
Just be aware that we're likely to have a settling in period after the
migration when things work in mysterious ways.

That sounds right.

Yes, the changes will affect items checked out from the time you make the
change (and rebuild the loan matrix).  Some of the loan characteristics (eg,
due date, grace period, next notice) are kept in the checkout record.  Other
characteristics (eg, fine period and fine amount) are kept in the loan
matrix record.  The id of the loan matrix record is stored in the checkout
record, along with a date/time stamp of the loan matrix record.  When the
matrix is rebuilt, the old loan matrix records are copied to a history file.
When an item is checked in, Advance first checks the history file for a loan
matrix record matching the date/time stamp in the checkout record.  If it
finds one, then any fines or whatever are based on the history record;
otherwise, Advance uses the current loan matrix record matching the id in
the checkout record.

Yes, but you need to be ABSOLUTELY SURE they are no longer used.  It is
possible that at some point over the years, one of these Circ Codes was
entered into a Pieces record or something. I recommend you do not delete them.
