I discovered the change that Ridgeway suggested and/or made to allow patron
display in the bib query. He set it so low that practically everyone could
see it. I've set it a bit more realistically so that people coming in
through the opac login shouldn't be able to see it. As far as I know it's
the only systemwide permission level that's set in Circ. It does mean that
we have to be careful about the level we set people's permission at.
