Our office have use and played with several Network monitoring products...
(Some are not-so freeware as others....)

Currently....

o       MRTG/RRDTOOL: Regular Graphs of Traffic through devices
        By Tobi Oetiker and Dave Rand, http://www.mrtg.org
        By Tobi Oetiker, http://www.rrdtool.org

o       NetSaint: Monitor up/down, lots else, of devices on the network
        By Ethan Galstad, http://www.netsaint.org/

In the past, we've used...

o       VisualPulse: Shows stats on up/down/packet loss info
        By VisualWare, http://www.visualware.com/visualpulse/

o       What's Up: 'pings' devices with 'network map' visual layouts
        By IpSwitch, http://www.ipswitch.com/
